What is Minnesota Care MNCare?
Minnesota Care MNCare Post 2014 – is a subsidized health care program for low- income people who live in Minnesota and do not have access to affordable health insurance. MNCare was created in 1992 by the Minnesota Legislature and is administered by the Minnesota Department of Human Services. It is funded by a state tax on Minnesota hospitals and health care providers, federal Medicaid matching funds and enrollee premiums. MNCare provides an alternative to private market plans for low income residents of MN. Generally those individual and families that are between 138% – 200% of the Federal Poverty Level (FPL) are considered to be eligible for MinnesotaCare. If your estimated 2014 Modified Adjusted Gross Income is more than 200% of the FPL, but less than 400% of the FPL you may be eligible for advanced premium tax credit (subsidy to reduce your monthly premium). If your income is greater than 400% of the FPL you will not be eligible for a premium reduction. Minnesota Care MNCare 2014 – The Minnesota Legislature recently enacted major changes to the Medical Assistance (MA) and MinnesotaCare programs. Some of these changes were required to comply with the federal Affordable Care Act (ACA) while others were for better access to coverage for low-income Minnesotans.
The following is a brief overview of the legislative changes to MNCare that will take effect on January 1, 2014
- Individuals with income of 200% FPG or below and who are not eligible for MA will be eligible for MinnesotaCare.
- Individuals will be subject to the MAGI income methodology.
- The asset limit for adults will be eliminated.
